Recommendation 3: Texas Should Create Program Enhancements to Support the Children of Incarcerated Parents.
Recommendation 4: Texas Should Support the Creation of Infrastructures Spanning Probation, Incarceration, and Aftercare that Support Job-Readiness, Talent Assessment, and Placement Among Ex-Offenders.
Recommendation 5: Texas Should Remove Legal Barriers to Employment for Previously Incarcerated Individuals.
Recommendation 6: Texas Should Expunge or Seal the Records of Non-3G, Non-Habitual Ex-Offenders.
Recommendation 7: Texas Should Prevent Counties from Using Zoning Laws to Bar Churches and Other Direct Service Providers from Assisting Ex-Offenders, and It Should Create Financial Incentives for Counties that Facilitate the Re-integration of Ex-Offenders into their Communities.
Recommendation 8: Texas Should Promote Affordable Housing Options for Formerly Incarcerated Individuals.
